1. There are different water providers so there is more than one party that is responsible for water resources.

2. Different sources lead to different costs and thus tariffs may vary.

3. The increase in non-revenue water (total loss) leads to differences in prices.

4. High cost of water due to raising of energy prices (electricity and diesel) administrative expenses and high salaries.
