Sustainable development resources through a fair and integrated management
Objectives : the main development objectives for the water Authority includes achieving the economic growth with food and water security through water rights procurement for Palestinians to achieve the equal distribution for water resources between the different sectors achieving also the sustainable development for these resources through the equitable and the successful management for all water resources
*The PWA holds the main responsibility on managing these resources , the PWA objectives can be summarized on the following
general objectives which are:
1.Managing and Organizing the Waste water and the Water Sector in Palestine which includes water rights achievement for Palestinians and the equitable distribution achievement between all the different sectors.
2.Achieving the optimum and the more successful to manage all the obtainable water resources in Palestine and developing its sustainably in order to achieve the balance between the available water quantities and qualities and the Palestinians people needs in the present and the future.
3.Acheving the optimum use for water resources through developing water services which comprise the economic development with food and water security in the Palestinian country
*Sub-Objectives:
1.Consolidate and Strengthen the cooperation structure for the water sector going on building the regional and the national water in order to develop the water services
2.Achieving the qualified staff in the Wastewater with a high professional qualification goes on increasing the efficiency of the sector work that fits the needed standards and specifications
3.Undertaking and Development : the quality and specifications of the technical engineering works that relates to the sanitation and water projects for the reason to got an infrastructure serving for the longest available period with less cost.
4.Providing the sustainable development and the sustainable environment for water resources that achieves the provision of water for each Palestinian in a suitable quality enough quality and in a good price
5.Making sure for the lack of overtaking in utilizing the water resources above its capacity also the way that ensures not polluting ,draining or sustainability of it ,also the service which provided for the person should includes certified standards
6.Making sure the water resources are available which ensures its sustainability also to make sure of the quality and quantity of the water which fits with the general specifications.
7.The integrated Management for the water resources and the comprehensive planning for the water sector and the development national plan of action which fits with the available water resources coordinating with all the partners.
C. Water resources management strategy includes the following:
1.Ensure sovereignty on the water resources and protecting the Palestinian Water rights.
2.Strengthing and enhancing the policies and the national Water systems.
3.Institutional capacity building and human resources development .
4.Information services improvement with evaluating and observing the quality and the quantity of the Water resources .
5. Development and Management of all the Water resources in a sustainable complete way which adapted with all the needs.
6.Coordinating and Organizing the investments in the Sanitation and Water Sector sustainably .
7. Applying control standards on the Water pollution and protecting the Water resources.
8.Building the public awareness and the public participation for the Water resources value and how to protect it.
9.Building up the regional and interventional cooperation
D. The national Water Policy
*The PWA dispose a Palestinian water policy which includes the following elements and principles:
1.The Sustainable development for the water resources .
. Fresh Water is ed and weak, therefore, its for important life continuance ,development and environment too.
. Water considers as one of the comprehensive environmental life taking into consideration the significant of all fresh Water and its scarce ,therefore it should be dealing with it as a main component to maintain all life forms.
. Water Supply should be based on the sustainable development for all water supplies (The Conventional and the un conventional ,the common and the own sources)
. Water development sources should be based on data collection and on the evaluation of all water supplies in addition to the balance between the available water and the one which is needed for all sectors.
. Water has an economic , social and environmental value.
. All Water resources should be protected from pollution.
2.The integrated Management for water resources .
.The Water resources should be integrally managed taking into consideration the needs and the points of view for all the current and the potential users also the sustainability for these resources for a long term.
. The equitable ,fair and sustainable distribution between all the legitimate users could be ensured by the country
.The Agricultural and the Industrial development should be keeping up with other forms of development , investments of the available water amount resources.
3. Water rights:
Palestinians will follow up with their interests in getting their rights in the Palestinian Water including equal right to reach the aims, the right to control and the right to use the shared water resources with other countries which goes by the international law.
4.To reach water services and sanitation
.Water has a unique value for human existence and health
. Each person has the right to get an enough amount of water quality to use at the same time with reasonable prices
. Each person has the right of getting an environmental health services.
.Taking into consideration the interests and needs of all community groups ( Marginalized groups ,the poor, special needs, women…..etc.)
5. Financial Sustainability of Water Services:
Water has an environmental ,social, and economical value in different fields, water services isn’t free
6.Governance and Administration .
. All water resources are general properties
. Water resources and management and development has to depend on participatory approach which includes all the stakeholders ( The users, the planners, the policy makers )at all levels.
. The responsibility of governing the Water resources considered as an organizational and ministerial task. However, water services management considers as an implementation task which is needed to be institutionally separated.
7.Waste water Sustainable Management
. Water polluter should pay compensations of the damages caused by them .
. Safe disposal of Wastewater needs treatment in order to remove the physical, chemical and biological risks.
.Treated Wastewater considered as one of the Water resources that is added to Water balance.
This is considered to be possible through the arid climate ,fresh modest water resources , the highly demand of Water for household purposes, the deficit in food commodities and the high cost for these resources.
