The Cabinet of Ministers of the State of Palestine adopted action plan for defining and implementing a comprehensive programme for institutional and legislative reform in the water sector, including the reorganization of the water sector institutions, capacity building, and to develop strategies and policies, compatibility and synchronization with the change in the internal order for this sector. The new Water Law (2014/14) gave the Palestinian Water Authority the task of developing programs and public water sector strategic plans and work on the approval and implementation of water resources management development, in cooperation and coordination with the relevant authorities.

The Water Authority has adopted the principle of holistic planning as one of the most important tools for development, where the  priorities of the preparation of comprehensive plans for the water sector for all Palestinian areas during the three years following the adoption of the strategic plan for the year 2015.

The strategic development plans and operational plans prepared by water authority will contribute to highlighting, identifying and evaluating sectorial needs and resources at the national level, where the preparation of strategic development plans in interactive and participatory environment among all parties, which forms the basis for planning Proper and what directly affects the strategic sustainable development policies at the national, regional and local then next. Be guided by strategic development plans to enhance the developmental priorities, offering better chances of success plans and contribute to the process of financing and implementing projects deriving from them without waste of resources and sources.
