Established by Cabinet declaration - " water sector regulatory council " organized in accordance with the provisions of this legal decree, it has legal personality and financial & administrative autonomy,the headquarters of the Council will be in the city of Jerusalem, and the temporary headquarters will be in any other place in Palestine, and be a decision of the board of directors, branches in all provinces can be established.
The Council aims to monitor all aspects of operational activity of water service providers, including production, transportation, distribution, consumption, and wastewater management, in order to ensure the quality and efficiency of water supply and that the sanitation services in Palestine is provided to consumers at affordable prices.
The Board of Directors consists of a head and six members known for honesty, efficiency and competence, representing the public sector, the private sector and civil society, who are appointed by the president of state upon the recommendation of the Council of Ministers. Board members elect Vice head of the Council from among them. Members of the Board of Directors should: a. a Palestinian nationality or origin. b. have full legal personality. c. should not be convicted of a felony or misdemeanor or moral turpitude and bonuses and financial rights of the head and members are determined by a regulation issued by the Council of Ministers. Mandate of the head and members of the Board of Directors is for four years, renewable only once, the membership is ended if: (a). The period of the membership ends. B. Resignation or death. C. Dismissal decision by the Council of Ministers. d. Legal incapacity.
The Board is responsible for the spending and the preparation of the annual accounts which are audited by an external auditing recognized company, providing the audited accounts of the institutions concerned. Council contracted with an outside accounting firm recognized for the preparation of the annual accounts. All council accounts controlled by official regulatory agencies are subject.
