City: Jenin Project Goal: It aims to develop the institutional, financial, and technical capacities of the Water Department in Jenin Municipality and improve water service management by restructuring and reducing unaccounted water, improving collection, and increasing the efficiency of municipal employees in service planning and loss management. Institutional development: This is achieved by assessing the current situation and identifying the most important issues to be addressed in the water management services in Jenin Municipality, and reviewing the current structure of the Water and Wastewater Department in Jenin Municipality 2. Administrative Planning: (Preparing a Water Services Management Plan): By forming water services management teams, holding training courses for teams from both the Jenin Municipality and the Water Authority of Japan, preparing a medium- and long-term operational investment plan that includes financial plans, preparing an annual investment plan that includes a financial plan, and proposing amendments to water tariffs. .3. Loss Reduction: Selecting three pilot areas in the city of Jenin to implement the loss reduction process within a clear mechanism. Determining the economic feasibility of the activities necessary for the loss reduction process in Study Area 1. Monitoring the loss reduction process in the study area. After the loss reduction process in Study Area 1 is completed by the technical teams in the Water Department and the expert team from the Japanese Agency, work will be carried out on Study Areas 2 and 3, and the same mechanism will be implemented by the technical teams in the Water Department in the Jenin Municipality. 4. Improving collection: This will be achieved through analyzing and studying the current situation, the collection system, and financial matters related to collection efficiency. Conducting a field study and survey to gather subscribers’ opinions and satisfaction levels. Developing a policy for replacing subscribers’ meters. Reviewing and auditing the systems related to the collection process and their effectiveness. Implementing awareness programs to raise subscribers’ acceptance of the meter replacement process. 5. Knowledge exchange: By sharing the procedures manual for the loss reduction mechanism, which will be recycled during the project period, and disseminating the experience with neighboring service providers.
