
Origin and Tasks:
The Water Authority is a public institution with legal personality. Its budget is included in the state’s general budget, and it is affiliated with the Council of Ministers based on the provisions of Article (69) of the amended Basic Law. It was established by the Presidential Decree No. (90) of the year 1995, and has been subject to several laws, the most recent of which is Decree by-Law No. (14) 2014 in relation to water. This law was enacted to define the priorities and responsibilities of all entities working in the water sector, to implement integrated and sustainable management, to achieve the concept of good governance in this sector, and promote community participation by involving the role of civil society organizations and the private sector.
The decree by-law placed full responsibility on the Water Authority for managing water resources in Palestine and protecting them in an integrated and sustainable manner. It also charged the Authority with licensing and developing the use of these resources, formulating water policies, strategies, and general plans, as well as the necessary regulations for the development and sustainability of the sector. Furthermore, it tasked the Authority with ensuring fair distribution and optimal use of water, working with relevant parties to create a stable and suitable investment environment that encourages private sector investment in the water sector, and establishing procedures and plans to enhance water governance efficiency.

A public institution that manages and develops water sources and their infrastructure in a fair, just, and sustainable manner to provide water suitable for all uses, guaranteeing environmental protection and achieving development goals for the Palestinian people.

A well-governed water and wastewater sector that reinforces Palestinian sovereignty, ensures the sustainability of water systems and responds to developmental and cross-sectoral issues.
