National Water Company

Within the context of implementing the Decree by Law no. (14) of 2014, relating to the Water Law and its amendments, particularly the provisions of Article (37), which stipulates the establishment of a company called the National Water Company, to be wholly owned by the State of Palestine, and Article (64) which grants the Water Authority the power to rehabilitate and develop the West Bank Water Department, to provide bulk water supply across the governorates of the country during a transitional period based on sustainable principles, in accordance with a temporary system issued for this purpose that defines its duties, responsibilities, the required transitional period, and the mechanism to transfer all fixed and non-fixed assets and hand over all its duties and responsibilities to the National Water Company. Accordingly, the Palestinian Water Authority has begun implementing a series of institutional and organizational measures aimed at enhancing the efficiency of the Department and transforming it into an independent National Water Company.

It is worth noting that in 2022, the Council of Ministers issued several pivotal decisions to support the establishment of the National Water Company. These included the decision to establish the company, the formation of its Board of Directors, and the assignment of the Water Authority to take the necessary measures to rehabilitate the department, in accordance with the provisions of the law.

In this context, the National Water Company was registered with the Companies Controller at the Ministry of National Economy, as a private shareholding entity in September 2022.

Within this framework, the Water Authority began implementing a series of institutional, organizational, and operational measures aimed at rehabilitating the West Bank Water Department and gradually transforming it into an independent National Water Company. It also took important steps to address issues affecting the department’s current efficiency, to improve the level of bulk water services, and ensure the sustainability elements necessary for this institution.

The aim is to make it more capable, effective, and of higher quality with comprehensive geographical coverage that serves all segments of society equally, thus achieving the intended national objectives.

The company exercises the following functions:

  • Supplying and selling water in bulk to water utilities, local authorities, joint water service councils and associations.
  • Extracting water from water sources, desalinating it, and transporting it in bulk, in accordance with a license obtained from the Water Authority for this purpose.
  • Managing, developing, and enhancing any assets received from the Authority.
  • Ensuring and maintaining proper commercial relations with customers and providers.
  • Providing the means necessary to develop all activities and infrastructure works related to bulk water supply.
  • Preparing proposed tariffs for water sales and related services, submitting them to the Council for approval.
  • Carrying out any other related tasks assigned by the Authority.
